​ESLA Board Meeting September 6, 2025

  1. Call to Order (Tim Piccard) at 9:00 am

  2. Pledge of Allegiance

  3. Attending ESLA Board Members:

    • Attendees: Dan Patrick, Beth Kiekinveld, Ashley Mathers, Bill Weatherhead, Kevin Self (virtual), Jeff Parks, Jay Graham, Laura Pacifici, Sandra Morse, Sue Korzinek, and Tim Picard

    • Term leaving Board Members are Beth Kiekinveld and Dan Patrick

    • New Board Members are Ashley Mathers, Sue Korzinek & Bill Weatherhead

  4. Approval of Agenda

    • Motion to approve - Jay Graham, 2nd - Laura Pacifici

  5. Approval of Past Minutes

  6. New positions appointed by Board

    • Ashley Mathers - Secretary

  7. Committee Reports

    • Lake Water Quality & Weed Control (Beth)

      1. Tim suggested 2 people chair the committee in the future (Bill & Laura)

      2. Beth willing to help with PLM going forward

      3. Budget was $11,000, spent $8,572

      4. Milfoil down to 3 acres

      5. No curly leaf pond weed

      6. Rachel is the PLM tech for our lakes

      7. Secchi disk test: Emerald 12 ft, Sylvan 13 ft compared to past, very low visibility

      8. Dan suggested a line graph for secchi disk test to post on social media, Beth will work on this

      9. Look into adding a sedimentation test in 2026 which will include PFOS, PH, ECOLI and Acidity.  Estimated $1800 to do both lakes.  Beth recommends this test and Dan suggested every year since we have a clarity problem.

      10. Fireworks remnants - look into information on if this is impacting the lakes (Kevin)

      11. Draining from roof into lakes is not good due to asphalt particles (Beth)

      12. Wake boats cause and effect on lake bottom with weedless areas and movement of phosphorus (Beth)

      13. 2026 budget recommended $12,000, increased slightly due to eel grass treatment

      14. Tim recommends review of weed kill for health of fish and water oxygen

      15. Lake levels are low due to lack of snow, rain

      16. The weir has nothing to do with current lake levels.  The boards are above current water level.

      17. Beth reports that neighbors are complaining about the noise from jet skis.

    • Roads (Jeff)

      1. Repair of pot holes on Outing Drive, Estimated at $4,000

      2. Asphalt at bridge will be placed at end of September

      3. Discussion of a speed bump near Outing Drive, near Mathers

      4. There will not be additional gravel dropped for road repairs due to grading of the roads

    • Safety (Jay)

      1. Safety committee needs more people, Jay will reach out

      2. Tim would like to do test runs with firetruck, ambulance and safety vehicles across the bridge and around the lakes for clearance.

      3. Defibrillator discussion being purchased and located around the lakes - Jay and Ashley will review and report back.

      4. 2026 budget - $500

    • Lake Fish & Wildlife, Social Media (Laura)

      1. Carp Project funding met of $13,000

      2. Carp Project begins Sept. 9, 10, 11

      3. Signs will be placed around the lakes and blocking of the channel tunnel by wood and signs

      4. Daily Reports on Carp project will be placed on FB

      5. A study will come from Carp Solutions that will be shared, not sure of timeline yet

    • Oak Leaf Club (Louisa)

      1. Trying to attract new members

      2. New Bridge celebration event will be on Saturday, June 27.  Sandra volunteered to help plan.

      3. Tim suggested ESLA Board to contribute $500 to bridge celebration

      4. Corn roast: upgraded food items, turnout was the same as previous year. Gift certificates to Michael Geluso and Sharps for their involvement. Small profit made.

      5. $100 from ESLA Board was given to Ann Baar for Corn Roast

      6. Oak Leaf will purchase 2 new tables for events.

      7. Asking ESLA Board to purchase 2 tables for events.  Tim recommended a $500 contribution to the tables, which was approved by the Board.

    • Treasurer Report (Sandra)

      1. 87% dues collected, highest it has been in awhile

      2. 208 households between the 2 lakes

      3. 2025 Cash Flow report provided - see attachment

      4. ESLA Budget to Actual report provide - see attachment

      5. 2026 budget approval - $30,500

        • Supplies - $1000

        • Lake Water Quality & Weed Control - $12,000

        • Roads - $6,000

        • Snow Removal - $6,000

        • Misc - $1,500

        • Insurance - $3,000

        • Safety - $500

        • Bridge Repair - $500

  8. Old Business

    1. Bridge Project (Tim)

      • Budget Cost report provided - see attachment

      • Handrail has been donated, bridge committee will install

      • Bridge committee will install guardrails 

      • Suggested $500 donation out of bridge fund for Bridge dedication celebration

    2. Carp Project  - see above report

    3. Tree Removal

      • Volunteers can remove dangerous trees affecting the lake roads if approved by the homeowner. 

  9. New Business

    1. Updating Bylaws

      • Update and validate

      • Update the ownership verbiage for estate and trusts

      • Tim to talk with Kevin to chair a committee for these updates

    2. Designated No-Wake Areas/Buoys

      • Consideration of buoys near bridge and tunnel to Penoyer Creek 

      • Consideration of buoy in Sylvan cove

      • Jay Graham to get estimates on the buoys

    3. Everyone assigned a task on the Board, everyone agreed

    4. Board and Annual Meetings 2026

      • January 10 - Board

      • May 9 - Board

      • June 20 - Annual Community Meeting

      • September 5 - Board

    5. Other

      • Remove 2 properties from directory based on non-use of lakes and non-paying dues members along with location in back woods off of Sylvan Drive: Chicky and Tucker.  Board approved

      • Discussion of wake boats with guest speaker during the annual community meeting.
